"The code execution cannot proceed because VCRUNTIME140.dll was not found. Reinstalling the program may fix this problem." means the program needs Microsoft's Visual C++ Redistributable, and it isn't on your second PC. MSVCP140.dll and VCRUNTIME140_1.dll come in the same package, so the fix is the same. It's a Windows thing, not your card.
How to fix it
Don't download the DLL on its own from a DLL site. Those files can be old or carry a virus, and the package from Microsoft fixes all of them at once.
Good to know
Blurred's setup guide asks for this and the WebView2 Runtime, and plenty of other loaders need the same. It won't open at all has the other reasons software won't start. The software goes on the second PC only, never on your main PC. Other errors are in DMA error messages.
